Legal review found statutory procurement deficiencies

“Once we found deficiencies in the existing contract, we acted to end the agreement.”

— Elaine Lazarus, Town Manager

The Town of Hopkinton terminated its Flock Safety contract effective immediately on Aug. 20 after legal counsel found statutory deficiencies in the agreement under Massachusetts law. The town asked Flock to turn off the cameras promptly and remove them physically by Sept. 30.

The town also said it would review law-enforcement technology, including automated license plate readers, with attention to operational needs, privacy, oversight, transparency, and procurement.
