Brian Hofer, chair of Oakland's Privacy Advisory Commission, was stopped on Thanksgiving after ALPR flagged their rental car as stolen — it had been recovered but the database was never updated. His brother was held at gunpoint 'execution style.' Settlement: $49,500.
